I have the honour to transmit to Your Excellency herewith, a copy of a letter which I have received from the Command Paymaster, Hongkong requesting payment of the sum of £140 - 83 for services rendered to the
Shanghai Refugees Committee by the Military Authorities in Hongkong.

According to Mr. Carrie's minute to the Honourable Financial Secretary of the 1st March 1938, it was intended to include in the claim on the Home
Government the sum of £147 3 5 in respect of a debit
still due to the Military Authorities.
This debit has
83 and if, in fact, this
now been reduced to £140
claim was rendered to the Foreign Office through the Colonial Office it would appear that the sum due to Army Funds should be paid by the Hongkong Government and a refund of £6 15 2 made in respect of the amount overclaimed.

I shall accordingly be glad if you will have the matter investigated and if a refund is due I would suggest that the amount should be remitted to me for the credit of the Foreign Office.
